Steve Pascal, aka PASCAL was born in Notting Hill, nurtured in Bethnal Green and bred in Hackney, London, East London. Pascal has been supporting the UK Centre for Carnival Arts to develop and deliver Luton Carnival  as UKCCA’s Executive Producer since 2014.

He is currently working with short film producers Ken Harmony Productions (Location Manager); Glen Perrotte Photography conservation project - ‘Rooted Resilience’ UK/Jersey/Kenya (Project Manager); Parallel Windsor 2023 (Innovision Limited-inspired accessible festival)  and is a Senior Executive of innovative cultural thoughts and technology company We Are STEMS.

Pascal is a creative events professional, with a love for Carnival, ignited under the guidance of the late Lincoln ‘Links’ Rahamut and the late JB Harris at Masquerade 2000 Associates, Notting Hill Carnival’s leading masquerade costume band in the late 1990’s, during which time Pascal was the Project Manager of the Design Team.

He is a former CEO of London Notting Hill Carnival Limited (2005 – 2008) and an Alumni Board Member of Hackney Community College. He has held senior arts, events and culture positions and consultancies within the public, private and creative industries sectors; playing leading roles in iconic events within London including: The London Mela and Barrio Festival de Londres (London Borough of Hounslow/CIP Group); Skyride (London Borough of  Redbridge); the UK GAY International Sports Festival and The Young People’s Caribbean Carnival (London Borough of Waltham Forest). He was a Visiting Lecturer at Surrey University and is currently a Visiting Lecturer at the University of Bedfordshire and is frequently invited to deliver guest presentation and lectures which has included at Westminster University, City University, the International Council of Museums, and the British Council.

He is a keen advocate of ‘Carnival Futurism’, incorporating legacy planning, sustainable social value and international cross-disciplinary partnerships within intangible culture, technology and the arts.
